Authority Claim
Authority Claims, or Software Statement Claims, are the Authorisation Domain Roles claimed by an organisation and present within its Software Statement (Application definition).
Software Statement Claims are the Authorisation Domain Roles that have been added into a Software Statement so it can be used to obtain access to a set of scope with an Open ID Provider, as defined on the RFC6749.
Once a Software Statement has been registered, the organisation users need to assign the needed regulatory scopes on the Software Statement in order for the Application that will consume the data to obtain the needed access scopes.
For example, if a Software Statement will be used to consume Customer Data APIs it will necessarily need the Authority Role Claim that allows it to obtain the scopes related to the Customer Data APIs that it wants to consume.
